XX в., когда США вели войну во Вьетнаме и одновременно пытались осуществить программу "Великое общество" президента Л. Джонсона. Ограниченность ресурсов (относительно безграничных потребностей) заставляет всех – общество, фирмы, отдельных производителей – во всех случаях делать выбор: что из многообразия продуктов производить, что – нет. Это принято иллюстрировать кривой (или линией, или границей) производственных возможностей. Например, излюбленный прием экономистов: для наглядности рисовать график, условно называемый графиком «пушки-масло». Если обратить все ресурсы, все возможности общества на производство «пушек» (разумеется, это образ – имеется в виду вообще военное производство), то величину, обозначенную в точке А, оно ни за что превзойти не сможет. Соответственно, в точке Е показан максимум потребительских благ (образно – «масла»), на выпуск которых общество способно в условиях, когда выпуск «пушек» равен нулю. Понятно, что всегда выбирается та или иная комбинация: она изображается точкой Б. В милитаризованной стране (или, скажем, во время войны) она расположится выше и левее, в мирной и миролюбивой – ниже и правее. Соединив все подобные точки, мы и получим кривую производственных возможностей. Ее не случайно называют также границей («эффективной границей»): при неполном использовании ресурсов точка выпуска обязательно находится внутри этой границы, скажем, в точке У. Это означает, что общество способно увеличить либо гражданское, либо военное производство, для чего оно привлечет дополнительные имеющиеся у него в распоряжении ресурсы – например, создаст новые рабочие места и сократит безработицу. А вот точки S (подчеркнем — при данной величине ресурсов) оно ни за что достигнуть не сможет. рис Г.4
